Description

Abstract (brief description): In order to continue management efforts of the Air Transportation Center of Excellence for General Aviation (CGAR) for a 12 month duration beginning July 2004 through June 2005, continued support efforts are needed to maintain and deploy software, hardware and manpower resources to support phase 11 of the Air Transportation Center of Excellence for General Aviation (CGAR) to the ERAU Team. Therefore, an initial 12 month grant is requested from the Federal Aviation Administration to support the roles, responsibilities and functions outlined in the ERAU Air Transportation Center of Excellence for General Aviation (CGAR) Management Plan. These efforts include providing appropriate leadership activities, integrating, and accomplishing all administrative and clerical tasks necessary to support a mandated COE function including: 1. Integrating and publishing all reporting requirements. 2. Arranging site visits by key personnel. 3. Publishing articles, pamphlets, papers, etc. 4. Arranging local, state, or regional meetings in conjunction with academic institutions and/or industrial affiliates. 5. Demonstrate new or proposed technologies. 6. Coordinating development and presentation of courses, seminars, etc. 7. Developing site visit reports. 8. Tracking project status from initiation to successful completion. These and other administrative and clerical functions will be supported by implementing best commercial practices. UND will act in the capacity as the management function for the CGAR website processing, tracking and reporting of the broad activities of the Air Transportation Center of Excellence for General Aviation (CGAR) to a large population of geographically diverse academic, industry and government personnel. This Internet system will also have the capability to automate many intra and inter government tasks to disseminate, coordinate, review, approve, and process COE grants and contracts.

Description: This Management Plan acknowledges changes to the Center for General Aviation Research (CGAR) Management Plan submitted to the Federal Aviation Administration (FAA) by Embry-Riddle Aeronautical University (ERAU) in support of the FAA Air Transportation Center of Excellence for General Aviation (CGAR). The CGAR Management Plan is subject to FAA and CGAR team review and revision after a period of one year, or as required, based upon a request for review by FAA or one or more members of CGAR.
Objectives/Outcomes/Benefits:
Approach/Statement of Work: Currently there are advisory groups that review research needs and advise the FAA on research priorities in most areas where FAA engages in research. These groups have been a valuable asset and have helped the FAA ensure that its research is meeting the needs of its constituents. Since no such group exists for general aviation research, the CGAR has established a Research Advisory Council (RAC) chaired by ERAU as the CGAR lead university. The constituents of this Board are a whos who of national aviation leadership and provide CGAR recognition and direction of national research priorities and agendas. Currently CGAR has written commitments for membership from AOPA, NBAA, AAAE, EAA, GAMA,& NASAO as well as from the state aviation directors from Florida, Arizona, Kansas, Alaska, and North Dakota. These groups have been chosen for the board since they represent the major U.S. general aviation stakeholders. They will comment on draft research plans and advise CGAR on the research priorities of their constituents.
