The goal of this project is to investigate and validate Data Communications (Data comm.) concepts and generate requirements for acquisition. Specifically, a focus group research protocol will be designed and used to investigate the impact of shifting from “first come, first served” to “best equipped, best served” Air Traffic control services. The results will be in the form of system requirements as well as future research needs.
